Relates to behavior and appearance as would be displayed by a very ostentatious flaming queen.

Although Sean had a lovely, generoulsy-endowed, scantily-clad lady penguin on each arm, his flamonticious conduct falsely raised the hopes of several unaccompanied elderly male penguins at the 'March of the Penguins' premiere.
