(But why did they break it up so that practically every paragraph is only one sentence long?)

Because they just copy the copy that appears in the print version - newspaper columns make even the shortest paras look a normal length.

I hate it because psychologically it breaks up the thoughts. With such a restricted word-count there's hardly room for any elegant bridging phrases, especially with complex matters like this one.
